Requirements and procedures for the application of ATA documents

The applicant for the ATA document list is the owner of the goods whose place of residence or registration is within the territory of the People's Republic of China or the person who is free to dispose of the goods。Applicants can apply for ATA documents from Guangdong Council for the Promotion of International Trade。 

· Application procedures for ATA documents: 
1, fill in the application form, and attach the applicant's identity documents。If the applicant is a natural person, a copy of the ID card or passport shall be provided;If the applicant is an enterprise legal person, the copy of the business license of the enterprise legal person shall be provided;If the applicant is a public institution, the copy of the legal person certificate of the public institution shall be provided。 
2. Fill in the general list of goods。 
3. Provide guarantee。The guarantee can be in the form of a deposit, a letter of guarantee from a bank or insurance company, or a written guarantee approved by CCPIT。The guarantee amount is 110% of the total amount of taxes on the import of goods。The guarantee period is 33 months from the date of issue of the ATA documents。 
4, pay ATA document registration fee。 
· Application form filling instructions 
1. Basic Information of the applicant 
1, the applicant's name field, address field in English should be printed and filled in, and indicate the postcode。 
2. If the applicant is a natural person, the identity document refers to the ID card or passport;If the applicant is a legal person, the identity certificate refers to the business license of an enterprise legal person or the certificate of a legal person of an institution。 
3. The authorized representative refers to the person who represents the applicant to handle domestic and foreign customs declaration procedures with ATA documents, and can be the applicant's freight forwarder or customs declaration agent。The name of the authorized representative must be printed in English。 
4. The contact person refers to the person who handles the ATA document application procedures, which can be the applicant's staff, or the applicant's customs broker or freight forwarder。The agent shall provide the applicant's power of attorney。 
2. Basic Information of documents 
1. Please select the intended use of the goods in the importing country。Due to the differences in the range of goods under the ATA list accepted by various countries, improper filling in this field may result in the goods being unable to obtain a temporary import permit。Please check with the visa agency in advance to determine your selected field。 
2. Please fill in the date of departure from China and the name of the port of export declaration。 
3. Choose the mode of transportation。 
4, the maximum validity of each ATA document is 1 year, during the validity period, the goods can be imported to multiple countries, each country can go several times。Please fill in the desired number of imports before going to the country as required。When goods leave one country for another and need to transit in other countries, they should use a basket transit slip。For example, goods leaving China for the United States (in and out of the United States once) pass through Japan。Write "1" in front of the United States and "1T" in front of the transit country of Japan, where 1 represents the number of transit times。

4. Select the issuing period of ATA documents 
The normal time for issuing ATA documents is 5 working days and the expedited time is 2 working days。 
5. Enter the amount of guarantee and select the form of guarantee you submit。 
ATA documents are not only customs documents, but also security documents for import taxes and other charges。When the goods listed in the ATA document are sold, given, stolen or not re-exported for other reasons in the temporary importing country, the import tax fee needs to be paid, and the ATA document Guarantor chamber shall be obliged to pay the tax to the customs of the importing country。Therefore, the applicant is required to provide the visa agency with a guarantee that the goods are likely to pay import taxes。 
6. Read the warranty carefully 
Once the ATA document is issued, the holder will automatically assume the warranty responsibility。 
7. Signature and seal of the applicant。 
If the applicant is a legal person, it is signed by the legal representative and stamped with the applicant's unit seal, if the applicant is a natural person, it can be signed at the applicant's signature。
